Biography

Elsie S. Qualls

Elsie Sims Qualls has devoted her life to teaching.

 She has over thirty years experience teaching experience at the elementary and high school levels, including special needs students. Ms. Qualls was the first special education teacher in Walthall County, Mississippi. For over twenty years she worked with parents and community organizations to help students stay in school and graduate, develop job skills, and increase their exposure to positive experiences. 

 As a community activist, Ms. Qualls is an advocate for children literacy.

  Ms. Qualls is co-founder of Positive Images, a community outreach organization devoted to exposing area youth to the Arts.  Through Positive Images, she was instrumental in introducing Art to area schools.  She was instrumental in developing the organization’s programs, funding, facilities, and faculty.  She is a member of the Walthall county Historical Society, and Friends of the Walthall County Public Library.

 Ms. Qualls is a graduate of Alcorn State University in Lorman, Mississippi and holds a Masters of Special Education from Tuskegee Institute in Tuskegee, Alabama.
